Carroll Correctional Release Routes

Carroll County Correctional Institution is not the Jack T. Bell county jail. The county describes it as a correctional institution that houses Georgia Department of Corrections inmates and people sentenced through State Court. State inmates may be discharged at the end of a sentence, released on parole, or moved to another GDC location. Locally sentenced people may complete a court term and move into probation or finish the sentence.

The correct release record follows the legal custodian. GDC and the State Board of Pardons and Paroles hold the statewide status for a state inmate. Carroll County State Court and local facility records address a local sentence. A work assignment outside the fence does not mean release because the county uses guarded crews at public work sites.

Confirm a Carroll Correctional Release

Begin with GDC when the person is or was a state inmate. The official Georgia offender query accepts identifying data and can return state identification, offense, location, and status information. GDC advises written verification because its public data may be incomplete.

1. Search by GDC ID when available. Otherwise use the full name and identifying details.
2. Open the matching record and compare the institution, offense, status, and state identifiers.
3. Check the Tentative Parole Month and Maximum Release Date fields in context. Neither is an automatic promise of the actual exit day.
4. Use the Parole Board’s TPM lookup for an incarcerated state inmate or the parolee search after parole release.
5. If the person served a local State Court term, check the Carroll County docket and call the institution for the correct local record channel.

A GDC ID gives the strongest starting match. Without it, search by last and first name, then compare age, sex, race, county or case details, offense information, and location where those fields appear. If a Carroll County sentence produces no state result, determine whether it was a local State Court term, probation, a pending case, or another county-level sentence. For a State Court sentence, use the Carroll County Clerk and the facility. The court record can show the sentence, credit for time served, probation portion, revocation, and completion. The facility record supplies the custody event.

Why Carroll Holds State Inmates

Carroll County operates the institution and receives compensation from GDC for state inmates. The county reports more than 246 state inmates and State Court-sentenced inmates at the Horsley Mill Road facility. It also reports compensation of about $22 per day for each state inmate. Carroll Correctional Release Dates

GDC search results may include a Tentative Parole Month, often shortened to TPM, and a Maximum Release Date, or MRD. A TPM is the month in which the Parole Board expects to finish a final review if parole remains appropriate. It is not a fixed release appointment. An MRD is the sentence endpoint as calculated under the controlling record, but later credits, court orders, or sentence review may alter a projected date.

The Parole Board can reconsider a prior decision through the date of release. Georgia’s ordinary parole decisions are based on file review, not public inmate hearings. Monthly board meetings address policy and operations and do not decide individual offender cases.

Use the Parole Board TPM lookup for a state inmate approaching parole review. After parole release, the board’s parolee database is the better status check. A person who completes the maximum sentence without parole may instead require the GDC discharge record. These tools describe different stages and should not be treated as interchangeable release calendars.

Carroll State Release Credit Rules

Georgia’s Performance Incentive Credit program does not use a single good-time formula for every inmate. GDC says eligible offenders can earn up to 12 points and may receive one to 12 months off a TPM or MRD. Work, conduct, and program progress can matter, while several sentence types are excluded.

O.C.G.A. 42-5-101 authorizes work incentive credits for eligible felony prison terms and directs GDC to report credits to the Parole Board. Serious violent felonies and mandatory minimums can face limits under O.C.G.A. 17-10-6.1. That is why a search result should be read as a current projection rather than a promise.

Carroll Supervision After State Release

A release from Carroll County Correctional Institution may end confinement without ending all state oversight. The State Board of Pardons and Paroles decides parole, while the Georgia Department of Community Supervision handles field supervision for parole and felony probation. DCS assigns supervision by the person’s residence, so someone released from the Horsley Mill Road institution may report outside Carroll County if the approved residence is elsewhere.

Carroll Work Crews Stay In Custody

The county lists guarded inmate crews at the landfill, courthouse, animal shelter, parks, police station, road projects, and other government work sites. Seeing a person away from Horsley Mill Road does not establish a release. The county expressly treats those assignments as supervised custody.

If an inmate appears unsupervised or at large, the county directs the public to call the facility or 911. Do not approach or treat the situation as a routine release. For a normal records question, use the facility phone and the correct GDC or court channel.
